Administration

The Village of Marvin was chartered in 1994 as a Mayor-Council form of government. In November 2020, Marvin residents affirmed an ordinance to change the form of government to a Council-Manager form.

Village ManagerChristina Amos, Village Manager

Christina Amos serves as the Manager for the Village of Marvin. Prior to the adoption of the ordinance to change Marvin's form of government, she had served as the Administrator since 2018. Before her tenure in Marvin, Ms. Amos served as the Assistant City Manager for the City of Albemarle, where she spent three years managing 11 departments, 275 full time employees, and a $60 million budget.

Christina is a graduate of East Carolina University where she received her Masters of Public Administration. She also has Municipal Administration credentials from University of North Carolina-Chapel Hill School of Government. She is a credentialed manager through the International City/County Manager’s Association (ICMA) and a member of the NC City/County Manager’s Association (NCCMA).

Austin W. Yow serves as the Village Clerk & Assistant to the Manager for the Village of Marvin. Austin is a graduate of the University of North Carolina at Greensboro, where he received his Masters of Public Affairs with a concentration in Local Government Management. Austin previously interned with the Village of Marvin, as well as with the Randolph County Tourism Development Authority and the Town of Troy, North Carolina. He is a Certified Municipal Clerk (CMC) through the International Institute of Municipal Clerks (IIMC) and is a North Carolina Certified Municipal Clerk (NCCMC) through the North Carolina Association of Municipal Clerks (NCAMC).

One of the primary responsibilities of the Village Clerk is to maintain and preserve the permanent and legal records of the Village, which includes all minutes of Council meetings, ordinances, resolutions, proclamations, contracts, maintaining the Village codes, procedures and policies, and all other documents required by law. The Village Clerk attends Council meetings, transcribes minutes of the meetings and prepares them for the permanent records. The Village Clerk also performs Village-related administrative support for the Village Manager and Village Council.

Mr. Yow also serves as a Notary Public for the Village of Marvin and offers complimentary Notary Public services to Marvin residents. Notary Public services are by appointment only and are only offered to Marvin residents.
